The Ministry of Land, Infrastructure, Transport and Tourism conducted a survey of passengers from 18 cruise ships that made port calls between August and December 2025, calculating figures such as the average per-passenger spending at ports of call, broken down by cruise ship class and by whether the passengers were foreign nationals or Japanese citizens.

The survey targeted 8 causal and premium ships (CP) and 10 luxury and expedition ships (LE). 

The survey results found that the average participation rate for optional tours at ports of call was 60% for "LE-class" ships, which tend to have higher price points, significantly exceeding the 20% rate of "CP-class" ships.

The average price of tours taken by passengers was 20,000 yen for Japanese passengers and 23,000 yen for foreign passengers on CP-class ships and 21,000 yen for Japanese passengers and 40,000 yen for foreign passengers on LE-class ships. 

Regarding price ranges, tours costing between 10,000 and 20,000 yen sold well among both Japanese and foreign passengers on CP-class ships. In contrast, foreign passengers on LE-class ships frequently participated in high-priced tours costing 50,000 to 60,000 yen, ranking second only to tours in the 20,000 to 30,000 yen range.

One hour more stay may generate about 900 yen more spending

Regarding the average spending per passenger per port of call, foreign passengers spend more than their Japanese counterparts. Notably, at the ports of departure and arrival, foreign passengers spent 63,000 yen (CP class) and 142,000 yen (LE class), while Japanese passengers spent 17,000 yen (CP class) and 11,000 yen (LE class).

The Ministry analyzed that foreign passengers on cruises around Japan tended to spend for sightseeing and accommodation before and after the cruise at the departure and arrival ports.

At ports of call visited by ships departing from and arriving in Japan, foreign passengers spent 17,000 yen (CP class) and 29,000 yen (LE class), compared to 12,000 yen (CP class) and 18,000 yen (LE class) for Japanese passengers. When these figures were applied to the preliminary data on port calls for 2025, the estimated average spending per passenger at a single port of call was approximately 22,000 yen.

The 5th Basic Plan for the Promotion of a Tourism-Oriented Nation sets a goal of increasing the average spending per cruise passenger per port of call to 1.5 times the 2025 level by 2030. Based on the current results, the target figure for 2030 would be approximately 33,000 yen.
