International arrivals in Japan reached 39 million in total with 3.5 million in November 2025, already breaking the previous annual record

Japan National Tourism Organization (JNTO) announced that the number of international arrivals in Japan in November 2025 was up 10.4% year on year to 3,518,000, and the total for the first 11 months of 2025 reached 39,065,600, already breaking the previous annual record of 36.9 million in 2024.

JNTO said that the inbound travel market in November was boosted by demand to see autumn leaves from Europe, U.S., Australia and Middle East particularly. Arrivals from 19 source markets were record-high for November. Arrivals from U.S. exceeded 3 million in total for the first time. 

The largest origin market was South Korea with 824,500 arrivals (up 10% year on year), followed by China with 562,600 arrivals (up 3.0%), Taiwan with 542,400 arrivals (up 11.1%), U.S. with 302,500 arrivals (up 22.2%) and Hong Kong with 207,600 (down 8.6%).

Although the Chinese government called for people to refrain from traveling to Japan, arrivals from China in November slightly increased year on year. But, the result in November was about 150,000 fewer arrivals than October. 

Arrivals from Hong Kong, Thailand (down 0.5% to 117,400) and Singapore (down 6.7% to 89,400) reduced year on year. According to JNTO, The reductions in Hong Kong and Singapore resulted from reductions in flights, and international travelers from Thailand have recently reduced overall due to economic uncertainty.
