International arrivals in Japan were up 20% to 3.7 million in May 2025, marking record-high for May

Japan National Tourism Organization (JNTO) announced that the number of international arrivals in Japan in May 2025 was up 21.5% year on year to record-high 3,693,300 for May. Compared to May 2023, when COVID-19 was defined as the regular flu, the result was up 94.5%.

JNTO said that the growth was boosted by national holidays and school holidays in part of major source markets, although May is usually a lower-demand month in between the cherry blossom season and the summer holiday season.

Visitors from India were up 47.9% to record-high 43,000 on a single month basis, and visitors from 21 source markets were record-high for May.

The largest origin market was South Korea with 825,800 visitors (up 11.8% year on year), followed by China with 789,900 (up 44.8%), Taiwan with 538,400 visitors (up 15.5%), U.S. with 311,900 visitors (up 26.3%) and Hong Kong with 193,100 visitors (down 11.2%).

The decrease in visitors from Hong Kong seemed to influenced from a local baseless rumor that a large-scale natural disaster may happen in Japan this summer.

The following graphs show international arrivals by month and by source market.
