The percentage of Japanese passport holders rose to 18% as of the end of 2025, and online applications increased to 36% of the total

Ministry of Foreign Affairs announced that the number of issued general passports in 2025 was down 5.3% to 3,617,134 in total, out of which issued passports in Japan were down 5.6% to 3,493,238. 

As of the end of 2025, the number of valid passports was 22,817,001, 1,174,650 more than a year earlier, out of which valid general passports of Japanese residents in Japan  excluding diplomatic passports were 21,930,302. As the total Japanese population was 123,192,000 as of September 1 2025, the percentage of Japanese passport holders was about 17.8%, higher than about 16.8% a year earlier.

Male passport holders were 46.1% of the total, and female passport holders 53.9%. By age, 30 years old or younger passport holders accounted for 44.6% of the total. 

The ratio of online applications rose from about 9% in 2024 to about 36% in 2025 because only renewal was accepted in 2024.
