JTB Outbound Tourism Resort 2026 shows that the number of Japanese outbound travelers in 2025 was up 13.3% year on year to 14.7 million, but it still took time for the demand of Japanese outbound travelers to recover as the number was down 26.6% over 2019.
The departure rate in 2025, calculated as the ratio of overseas travelers (total count) to the population, was just 12.0%. Notably, the rate for women in their 20s (number of travelers divided by population) was 34.0%, a figure that stood out as exceptionally high compared to other gender and age groups.
A breakdown by gender and age reveals that while the number of female travelers in their late 20s has recovered to almost levels as those of 2019, the number of male travelers aged 20 to 50 continues to stagnate, just as it did last year.

According to the survey on overseas travel intentions, the ratio of ‘I felt expensive, but I went abroad without changing the original plan’ was lower among males of 30 years old or younger.
Specific changes of the plan included ‘shortening the itinerary,’ ‘looking for dates that would allow for a cheaper trip to the same destination’ and ‘choosing a destination within the decided budget.’
In terms of gender and age, men (compared to women) and younger individuals (compared to older ones) were more likely to adjust their plans or take other measures to cope with rising travel costs.
