Hakuba Village in Nagano Prefecture will levy a 50,000 yen or less penalty against tourists who violate the regulated manners

Hakuba Village in Nagano Prefecture, a popular snow resort in Japan, has decided to levy a 50,000 yen or less penalty against tourists who violate the regulated manners in the ordinance, as manner violations or lower morality by tourists have recently been increasing. 

The village enacted the ordinance to preserve a beautiful village and comfortable living environment in 2025, in which the prohibited actions are clarified, but it did not include a fine rule. 

The prohibited actions include graffiti, stickers, late-night fireworks, late-night noise, skiing on the street, drinking alcohol while walking, smoking on the street, unauthorized parking, nuisance driving in winter and so forth. The fine of 50,000 yen or less will be effective on July 1 2026. 

The village has informed international visitors of the manners they must keep on a variety of channels in multi-languages.
