Japanese Foreign Minister Toshimitsu Motegi revealed at a press conference on December 23 2025 that the government will reduce the passport acquisition fee from 16,000 yen currently to 9,000 yen for a 10-years-valid passport, and from currently 11,000 yen to 4,500 yen for a five-years-valid passport that is issued to 18 years old or younger. A five-years-valid passport for 18 years old or older will be abolished.
Motegi said, “I expect that the reduction will be opportunities to promote Japan as a tourism-oriented nation and to increase international exchanges and global understandings among the Japanese people.”
Motegi also said that the reduction in passport acquisition fee is expected to start in harmony with a rise in departure tax in July 2026 after the Passport Law is amended.
