Hotels in Kyoto City have gradually been affected by a reduction in Chinese travelers, despite a 8.5% increase in international guest nights in November 2025

DMO KYOTO announced that the average occupancy rate of 111 hotels in Kyoto City was down 0.7 points year on year to 86.9% in November 2025. The number of international guest nights was up 8.5% to 612,081, but Chinese guest nights were down 12.1%. The number of Japanese guest nights was down 15.3% to 298,961.

ADR was up 4.0% to 29,085 yen, and RevPAR up 3.2% to 25.275 yen. 

The average occupancy rate of 22 major ryokans was down 0.8 points to 75.8%.

DMO KYOTO has forecasted that the average occupancy rates may be 76.3% in December 2025 (down 4.6 points year on year), 75.1% in January 2026 (up 6.4 points) and 79.4% in February 2026 (up 7.7 points). DMO KYOTO sees that it is highly possible for the rate to be lower than the forecasts in January and February because major Chinese airlines continue reducing their flights to Japan and also because they announced they would accept free cancelations until March 28 2026.
